Why doesn't Turkey have a global whisky brand? Should it?
How does the accumulation from Göbekli Tepe get into the bottle?
Introduction
Three claims on this topic are common. One: anyone with money should absolutely make whisky. Two: Turkey lacks no precondition; it has a surplus. Three: if import dependence is to shrink, the state will support it.
This piece tests all three. Eight AI voices wrote from the same brief without hearing each other. A red team then challenged where they agreed. Numbers were opened one by one from primary sources. None of the eight flatly defended the three claims. The red team found something more important: most of the voices' agreement was the brief agreeing with itself. The brief was corrected in nine places; the verdict below stands on that ground.
Two rounds: the first gave the verdict; the second returned to the subtitle's question. Its spark is in section 9: the cask and the experiment.
Legislation is read here as fact; whether it is right or wrong is not this piece's business.
1. Accumulation: what has built up, and what hasn't?
Grain and fermentation are old in Anatolia. Beer was claimed to have been made in the stone vats at Göbekli Tepe (Dietrich et al. · Antiquity · 2012). The claim is contested: a later study explained the same vats by grain cooking and called the beer evidence provisional (Dietrich L. et al. · JASR · 2020). The piece doesn't lean on it, only names it.
The recent past is firmer: a fermenting and distilling habit runs from the Hittites to boza, from boza to rakı. The copper alembic is still in use; the definition of rakı is tied to it (Communiqué 2026/18 · OG 1.10.2026). Barley exists: Turkey is sixth in the world in barley production (FAO table · 2022 · secondary, page not opened). And there is 1963: this country once made whisky.
The gap is just as clear. Licensed whisky producers: zero; of 186 licensed firms, 12 are in distilled spirits (TADAB production licence list · 11.10.2026). Accumulation exists, bottles don't. So the question is not "why none" but "why did it vanish, why is it not rebuilt".
2. Why did Ankara Whisky not last?
Its founding rationale was foreign exchange. Tekel received an "instruction to make whisky"; the aim was to stop foreign currency leaving (T24, opinion column · 17 Dec 2017). Trials began in 1957; the product reached the market in 1963. Its raw material is reported as "grain and broken-rice alcohol" (same article).
The end year is undocumented. Distilling stopped between 2004 and 2008; the product left the shelf around 2009 (memoirs and press sources · acik_olcumler table). 2011 is not the end year but the year the company passed to a global group (Competition Authority notice · 17 Aug 2011).
No single cause; three layers. One: in 1984 alcohol imports were liberalised and, in the same writer's words, "a domestic and very mediocre whisky lost its meaning". Two: the product was mediocre; a columnist's judgement, not a measurement. Three: in 2001 the law added the 1-million-litre facility requirement. An owner's executive is quoted after privatisation: this capacity is "an investment too large to be profitable" (T24 · 17 Dec 2017, quoted).
3. Where exactly does the wall stand?
The law requires a distilled-spirits producer to run an integrated facility of at least 1 million litres a year; beer and wine are exempt (Law No. 4250 art. 1/3 · mevzuat.gov.tr). Whisky's definition is also clear: from grain, at least three years in wooden casks, at least 40% alcohol (Communiqué 2026/18 · OG 1.10.2026).
Read the text and the wall's location shifts. Four details matter.
First: the same article's last paragraph treats whisky imports as unconditionally free. Imports are free, production is tied to 1 million litres. The asymmetry against domestic production is written into law.
Second: the requirement is project capacity. The facility "must be designed with capacity sufficient for at least 1,000,000 litres a year" (Facilities Regulation art. 9). The measure is ready-for-sale product; no distinction by drink type.
Third: in the definition of a whisky facility, malt reads "make or buy" (Regulation art. 15/B-a). That wording is the text's; practice is unconfirmed.
Fourth: the latest amendment tightens, not loosens. Law No. 7584 was adopted on 11.06.2026 and took effect on 20.06.2026. A fermented-drink brand can no longer be used on a distilled spirit; export-oriented production is exempt (4250 art. 6 · mevzuat.gov.tr). Carrying a beer brand over to whisky is closed.
4. What do tax and incentives say?
Whisky's special consumption tax (ÖTV) is TL 2,227.93 per litre of pure alcohol (ÖTV list (III) · in force 3.7.2026 · secondary). On a 70 cl, 40% bottle that is TL 623.82. With VAT the tax base is TL 748.58 (calculation). Bottle, glass and liquid come on top.
Rakı's rate is TL 1,980.38. On the same bottle the difference is about TL 83.2 with VAT (calculation). Small: what separates whisky from rakı is the wait, not tax.
Key point: a three-year-old domestic bottle and a twelve-year-old import start from the same tax base, computed on alcohol, not age or reputation.
The incentive side is clearer. In the annex of supported sectors under the incentive decision in force, the line "Manufacture of beverages" excludes the distilled-spirit, beer and malt codes (Decision No. 9903 Annex-3 · OG 30.05.2025). This reads the text dated 30.05.2025; later amendments were not scanned.
5. Is there a market, and which number is unknown?
There is a market and it is growing. In 2025 Turkey became Scotch whisky's fifth-largest market by value and eighth by volume: £255 million (+43%), 53 million bottles (+13%) (Scotch Whisky Association · 12 Feb 2026). In 2019 the same figures were £47 million and 15 million bottles (SWA · secondary).
Domestic supply agrees: whisky went from 1.9 million litres in 2004 to 28.6 million in 2023. Rakı over the same period fell from 44.1 to 41.8 million litres (Habertürk · 17 Dec 2024).
The marginal value per bottle is £4.81; in 2019 it was £3.13 (calculation: from SWA figures). This suggests the market's body is cheap blends; not certain, since the bulk-shipment share is unknown.
The unknown number: how many of these 53 million bottles sell in the upper price band? The legal minimum capacity is 1.43 million bottles; 2.7% of 53 million (calculation). A domestic product's break-even depends on that band's size. Not measured. The piece's whole verdict rests on it.
6. Where does the money come from for three years?
Liquid in a cask can't be called "whisky" for three years. Stock grows, revenue doesn't arrive. All eight voices agreed on this one risk.
Two precedents are often cited, their cause often misreported. Sweden's Mackmyra was founded in 1999 (company statement · secondary). Its bank did not extend the revolving credit limit after 31.03.2024; the company decided to file for bankruptcy on 19.08.2024. The reason it gave was liquidity and credit (company statement · 19.08.2024). It was bought on 1 Oct 2024 (SVT · 1.10.2024). It lived twenty-five years.
Ireland's Waterford had a receiver appointed on 27.11.2024. In the 2022 accounts accumulated losses were €7.7 million and whisky stock €40.1 million (Irish Times · 27.11.2024, newspaper report). Valuable stock is not cash.
Both: independent ventures growing stock on debt. No precedent of a large, equity-funded group failing at this was sought. That is the evidence's weak side.
There is also a little-known provision: for products needing maturation, trial production can be done with the authority's permission before the filling units are finished (Facilities Regulation art. 18 added paragraph · OG 15.02.2005). The cask clock can start before the facility is complete.
7. Does identity come from climate?
For hot-country whisky it is said that "years pass faster in the cask". That is a producer's estimate, not a measurement. A peer-reviewed model exists; its subject is evaporation loss, not maturation speed (del Toro et al. · Beverages · 2019).
The real problem: Turkey's candidate provinces aren't hot. Annual averages: Tekirdağ 14.5, Nevşehir 11.2, Bolu 10.9 degrees. Only Mersin 20.1. For comparison: Yilan in Taiwan 22.8, Bangalore in India 24.6 (MGM, 1991–2020 normals · acik_olcumler table).
Turkey's angel's share, the yearly evaporation loss in the cask, has never been measured. Only an ESTIMATE exists: 3–5% for Thrace, 6–9% for the Mediterranean (acik_olcumler calculation · ESTIMATE, not a measurement).
Kavalan's lesson is patience more than climate. The facility was completed in 2005, the first bottle came out in December 2008, the world award in 2015 (kaynak_dogrulama_1, item 9). A beverage group stood behind it; not a boutique venture.
8. Who builds it?
Under today's law only three kinds of actor can.
A: big capital, from scratch. Builds a 1-million-litre integrated facility. Cost has only an ESTIMATE: about $17–43M, plus about $9M for three years' stock (acik_olcumler · ESTIMATE). Guarantee and licence fees total TL 10,129,680 (TADAB notice · 2.01.2026; Communiqué 2025/38). The only documented domestic plan, from 2007: $10M, 3 million litres; never realised (Hürriyet · 6.04.2007).
A′: an already-licensed distilled-spirits producer. Adds a whisky line to an existing facility. ESTIMATE: about $2–11M (acik_olcumler · ESTIMATE). The barrier is passed, distribution is ready, the waiting years' cash comes from the existing product.
E: a facility built by a foreign group. There is a precedent (China, 2024). Why it has not happened in Turkey was not measured.
The boutique path (B) doesn't exist in law today. Ageing imported distillate in Turkey and blending it (D) is thinkable on paper; the name "whisky" and origin declaration were not measured.
Grain distillate without the name whisky (C) is no separate path. Same facility, same tax base; only the name is absent. Its job is bridging: while whisky matures, it brings in cash.
9. The spark: how does accumulation get into the bottle?
The first round gave a verdict, not a spark: eight voices weighed existing paths, opened no new one. Before round two, unopened doors were measured from the legislative text. What follows reads the text; practice was not confirmed.
The door found closed: ageing and finishing imported bulk distillate in Turkey. Import requests for bulk alcoholic drinks and agricultural distillate are "not taken into consideration" (Domestic and Foreign Trade Regulation art. 5 last paragraph). Nor can these products be supplied domestically; packaging over 300 cl is banned except for beer (same regulation art. 13). Blending and filling are not separate facility types but parts of the whisky facility (Facilities Regulation art. 8, 15). Path D is thus closed in the text.
The doors found open: importing finished whisky is free (4250 art. 1 last paragraph). The name "whisky" has no place requirement; the definition names no country of distillation or maturation (Communiqué 2026/18 Annex-1 art. 3). A place requirement is written in law only for rakı: rakı "must be produced in Turkey" (4250 art. 3). No sentence was found blocking sending a Turkish cask abroad to finish there.
The half-open door: in export-oriented production the brand paragraph does not apply, and export delivery is exempt from the special consumption tax (4250 art. 6; 4760 art. 5/1). But the 1-million-litre requirement stays; that sentence has no export exception (4250 art. 1/3). The free zone is uncertain: the law neither counts alcoholic-drink production in nor excludes it (3218 art. 4).
The eight voices rewrote with this map. Twelve ideas emerged; two were new, ten were echoes of the first round. The spark is the combination of those two; the choice is a reading, not a measurement: accumulation gets into the bottle first not as liquid but as wood and measurement. The chain has four links, each feeding the next with evidence. The first three don't touch the 1-million-litre wall; the fourth belongs to whoever has passed it.
One: the cask becomes the product. Wine is outside the 1-million-litre requirement (4250 art. 1 last paragraph). A winery and a cooper fill a cask of Anatolian oak with Öküzgözü or Boğazkere and offer foreign distilleries a sealed, traceable “Anatolian cask” guarantee brand. Turkey's first whisky export is not whisky but the cask. The road is not empty: an Islay distillery's label record mentions "Turkish wine casks" (trade press · 23.07.2026 · exit unconfirmed; grape and winery undisclosed).
Two: identity is measured in twelve months, not awaited for three years. At a distillery abroad, the same distillate is split on one day into three casks: Anatolian oak, a local wine-seasoned cask, a control cask. The experiment is pre-registered: what counts as "no difference" is written before the casks are filled. Measures: blind triangle tasting, chemical analysis, repetition with a second batch. If no difference appears, the identity thesis falls before reaching a bottle. The cask business doesn't fall; it sells raw material, not identity.
Three: the nomad batch. If the cask holds, Anatolian malt goes with the same cask to a distillery abroad; the whisky matures there and returns bottled. The preference is not a contract but a small Turkish-capital facility: know-how, stock and brand stay in one hand. A board decision bans packaging wording showing a domestic firm had a product made under contract abroad (Decision No. 4832 art. 4 · OG 15.07.2009 · current validity not measured); if the producer makes it in its own facility, that wording doesn't arise (reading). Origin stays foreign; the label's "Anatolian" wording was not measured. The wait moves; it does not disappear.
Four: an existing licensed producer decides on evidence. Cask sales, the experiment result and the nomad batch's shelf price give section 8's A′ actor three measurements. The whisky-line decision is made on evidence, not estimates; the same actor still carries the waiting cash. Trials like a local yeast culture can be done only on that line; the distilling step needs a licence.
Side spark: rakı on whisky's shelf. The only distilled category locked to Turkey by law is rakı (4250 art. 3). A rakı aged long in a local cask, with an age statement, can be positioned on whisky's shelf. Accumulation also enters the bottle under an existing name. Its limit: the path is open only to the licensed producer; rakı's cask-time and age-statement rules were not measured; "does it replace whisky" stays unanswered.
Falls. Four weak points. One: the cooperage species of Anatolian oak is Quercus petraea, also the species of French cask oak; the distinguishing trace may come not from wood but from wine seasoning. The experiment separates this. Two: in the sherry and Japanese oak precedents, demand existed before the cask; no voice has a precedent of a cask carrying identity for a country with no distilled product of its own. Three: no Turkish cooper of known capacity making casks from Anatolian oak was found this round; this is the chain's first measurement. Four: whether the alcoholic-drink regime applies to exporting an empty but wet wine cask was not measured.
10. Verdict: should it be done, by whom, in how many years?
The question is wrongly asked. Turkey had a whisky. Today accumulation doesn't reach the bottle: imports are free, production is tied to 1 million litres, and a TL 748 tax base, incentive exclusion, the advertising ban and three revenue-less years pile on.
A is possible but low. Not the barrier but the break-even: a three-year-old domestic bottle must hold an upper-band price on the same tax base as a twelve-year-old import. That band's size is unknown.
A′ is the most realistic path. The first "whisky" label comes three years after founding; the bridge product covers the gap. Cask and experiment feed the decision with evidence: measurements arrive before the line is built. The brand bridge is closed to a beer producer, open to a rakı and vodka producer.
B doesn't exist today. It needs legislative monitoring, not an investment plan. D and E are two unopened paths; both await measurement. (The second round's preliminary measurement found D closed in the text; see section 9.)
Should it be done? Yes; but only for one already in drinks, equity-funded, able to wait ten years and not leaning on the state. Whoever starts from scratch must first see the law, the incentive exclusion and the upper-band measurement. State support can't be planned on; if it comes, it's a bonus.

Note for card 7: in India a domestic single malt held this band; but there a 150% customs duty applied to imported whisky (thedrinksbusiness.com · 2023 · secondary, page not opened); that is the previous rate, 75% since 15 July 2026 under the UK–India CETA (40% in year 10; india-briefing.com). The precedent doesn't carry over to Turkey unchanged.
Five tools for the reader
Read the law yourself. On mevzuat.gov.tr, Law No. 4250, article 1. Put the third and last paragraphs side by side.
Check the licence list. Is there a "whisky" line in TADAB's production licence list? If so, this piece's second card falls.
Compute the tax yourself. The amount in ÖTV list (III) × 0.7 litres × 0.40. Add VAT.
Follow the market at its source. The Scotch Whisky Association publishes export figures country by country every year.
When you see a percentage, ask. If a model says “15% probability”: of what, over what period, with what denominator? No answer means it is a vote.
Closing
Which number would bring this piece down? Upper-shelf whisky bottles sold in Turkey. The verdict's own threshold (a criterion, not a measurement): if sales at TL 1,500 and above exceed 1.43 million bottles, A's “low” rating lifts; below 300 thousand, every path except A′ falls. Not measured.
What is left of the three claims?
“It should absolutely be done” fell; a conditional “yes” remained: for an actor already in drinks, equity-funded, patient.
“No precondition is missing” fell. Raw material exists; the licensed producer, incentive and waiting bridge don't. But gaps close with money, not time.
“The state supports it” isn't carried by today's text; the opposite is written. Yet history says something: the state had this country's only whisky made.
Accumulation doesn't enter the bottle through climate or history; it enters first as wood and measurement. Then it reaches the bottle in the hands of someone who reads the law, carries the three years and measures one number.
